SMACF Board of Directors

The Board of Directors are appointed in accordance to the Articles of Association of the SMA Charity Fund. No director in the SMACF receives any remuneration for his services as a director of SMACF, including services on any committee established by the SMACF.

Dr Chong Yeh Woei

Chairperson, Board of Directors / Physician in private practice / Director of the Company since 2019
Dr Chong Yeh Woei has been a director of the SMA Charity Fund since 2019

Dr Chong is a physician with more than 20 years experience in general practice and internal medicine; and manages a wide spectrum of medical diseases. He is passionate about his practice; always listens to and addresses his patient’s concerns. His smile is his trademark, his knowledge and compassion gives his patients confidence and assurance.

Dr Chong is the Chair of the Membership Committee in SMA. He has been an SMA Council Member since 1998. He was SMA President from 2009 to 2012. He is Chairman of the MOH Medical Advisory Panel on Driving. He represents the SMA on the SMC CME Coordinating Committee. He is also Chairman of the Confederation of Medical Associations of Asia and the Oceania (CMAAO) of which the SMA is a member. He is also a member of the SMA-IDA Ikatan Dokter Indonesia i.e. Indonesian Medical Association) Joint Committee (MOU on Publicity Guidelines and Code of Ethics on Hospital Promotion).

Ms Koh Lin-Net

Ms Koh Lin-Net has been a director of the SMA Charity Fund since 2019

Ms Koh is currently the Chief Executive of Temasek Foundation Innovates CLG Ltd and Temasek Foundation Nurtures CLG Ltd, appointments she has held since November 2016.

Prior to taking up this role, Ms Koh had more than 20 years’ experience in the Singapore Civil Service. As a member of the Administrative Service, she held a wide range of positions, including as the Deputy Secretary in various ministries, and the Chief Executive Officer of the Media Development Authority

Mr T K UdairamChairperson, Audit Committee / Member, Nominating Committee / Chief Executive Officer in private healthcare sector / Director of the Company since 2013.

Mr. Udairam has been a director of the SMA Charity Fund since 2013.

Mr. Udairam is the Chief Operating Officer of Sheares Healthcare Management, a Temasek subsidiary, whose mandate is to acquire and develop hospitals and health care facilities and operations primarily in Asia, but also in the rest of the world. The mission is to create value by introducing new technology, from information technology to early adoption of new treatment modalities and systems.

Mr. Udairam has over 40 years of healthcare experience in Singapore with substantial experience in operation and management of hospitals (ranging from 2,500 bed psychiatric hospital to 790 bed acute care hospital). He served as the Chief Executive Officer of Changi General Hospital at Singapore Health Services Pte Ltd. from February 2000 to May 2012

His role prior to joining Sheares was to manage a regional health care system responsible for approximately 1.1 million people. Mr. Udairam was intimately involved in developing and implementing the first computerised hospital administration system in Singapore in 1984, including the rollout of the national medical care savings scheme (Medisave) in Singapore. He has been Chair of various IT committees in public healthcare (from cluster steering committees to the national telehealth committee) and he is currently serving on the board of Tote Board and Healthcare Information and Management Systems Society (HIMSS).

Dr Chie Zhi YingMember, Finance Committee / Associate Consultant Family Physician in public practice / Director of the Company since 2022

Dr Chie Zhi Ying has been a director of the SMA Charity Fund since 2022.

Dr Chie is an Associate Consultant Family Physician working in the National Healthcare Group Polyclinics. She obtained her MBBS, GDFM, Master of Medicine Family Medicine and Master of Public Health (Specialisation in Occupational Health) degrees from the National University of Singapore.

Dr Chie has been a Council Member of the Singapore Medical Association since 2020 and serves as its Assistant Honorary Treasurer since 2020. She is also Deputy Editor of SMA News.

Dr Chie was awarded the Occupational & Environmental Health Society Medal (class of 2020) for achieving best results among the graduands in the same specialisation of her MPH degree and is also a Designated Workplace Doctor.

Mr Colin Lim Fung WanChairperson, Human Resource Committee / Member, Audit Committee / Chief Information Officer, Group Director, MOH / Director of the Company since 2013.

Mr. Colin Lim has been a director of the SMA Charity Fund since 2013.

Mr Lim is currently the Chief Information Officer and Group Director at the Ministry of Health (MOH).

In his previous appointment, Mr. Lim, as Managing Director, SMRT Services, had overseen the rail-related technical service and support capabilities both locally and overseas. As Vice President, Strategic Relations Office, he developed and executed government relations strategy, and led the development of specific strategic initiatives to support the legislative and regulatory priorities that impact the SMRT Group. Mr. Lim was also the Chief Executive Officer of mobilityX.

Mr. Lim has extensive experience in the transport industry. He worked for IBM UK, where his last role was Geography Leader, Intelligent Transport Systems, then a new IBM business initiative for which he identified and developed new markets and opportunities for IBM globally. He also served in the Ministry of Transport and the Land Transport Authority where he was the Group Director for Vehicle and Transit Licensing. He also chaired the Distance Fares Implementation Steering Committee.

Prior to joining SMRT, Mr. Lim was in the Singapore Administrative Service where his last appointment was Senior Director of the Planning and Organisation Division in the Ministry of Home Affairs. He has lived in Silicon Valley and London, and has worked on numerous transport bids and projects around the world. Mr. Lim holds a Master of Business Administration from the University of Oxford and a Bachelor of Science (Economics) (Honours) from the London School of Economics.

Mr Alex Koh Wei PengChairperson, Nominating Committee / Member, Audit Committee / Audit Partner at audit firm / Director of the Company since 2017.

Mr. Alex Koh Wei Peng has been a director of the SMA Charity Fund since 2017.

Mr. Koh is an audit partner with KPMG LLP with more than 20 years of experience in various industry sectors with a focus on real estate and real estate investment trusts.

Mr. Koh has extensive experience working with listed entities and multi-national corporations in a number of industries. He has been involved in initial public offering and fund raising projects.

Mr. Koh is the People Management Leader for the audit practice in KPMG LLP.

Mr. Koh also served on the management committee of Viriya Community Services, charitable organisation founded in 2001 by the Leong Hwa Monastery to provide community and social services to low-income families in Singapore regardless of race and religion.

Mr. Koh holds a Bachelor in Accountancy (First Class Honours), Nanyang Technological University and is a practising member of the Institute of Certified Public Accountants of Singapore.

Dr Lim Kheng ChoonMember, Human Resource Committee / Diagnostic Radiologist in public practice / Director of the Company since 2015.
Dr Lim Kheng Choon has been a director of the SMA Charity Fund since 2015.
 

Dr. Lim is an Associate Consultant in diagnostic radiology, Singapore General Hospital (SGH) subspecialising in neuroradiology. Prior to joining SGH, Dr. Lim was a Senior Resident in diagnostic radiology with SingHealth from 2012 to 2017. Dr. Lim has been a council member of the Singapore Medical Association since 2013 and serves as its Honorary Secretary since 2017.

Dr. Lim worked as an aircraft mechanical engineer prior to obtaining his medical degree from Duke-NUS Graduate Medical School in 2011.

Dr. Lim received his specialist training with SingHealth Diagnostic Radiology Residency and was appointed as Chief Resident under the Singapore Chief Residency Programme during his senior residency in 2015.

Dr. Lim holds a Bachelor of Engineering (Mechanical) with Minor in Law and a Master of Medicine (Diagnostic Radiology) from the National University of Singapore. He also holds a Doctor of Medicine (M.D.), Medicine from Duke-NUS Graduate Medical School.

Dr Noorul Fatha As'artMember, Nominating Committee / Public Health Physician in MOH / Director of the Company since 2015.
Dr Noorul Fatha As'art has been a director of the SMA Charity Fund since 2015.
 

Dr. Noorul is a Senior Assistant Director in Non-Communicable Diseases Branch, Ministry of Health (MOH) with an extensive experience in health promotion and disease prevention, health policy formulation, with a focus on regulatory policy and legislation.

Dr. Noorul has been a council member of the Singapore Medical Association since 2010 and serves as its Vice-Chairperson in Ethics Committee and serves as a member of the Board of Governance with Singapore Polytechnic.

Dr. Noorul previously serves as the Hon Gen Sec of Singapore Council of Women’s Organisation (2012-2014), representing Singapore Muslim Women’s Association. Dr. Noorul's current portfolios include overseeing the tobacco control; maternal, child and adolescent health; and obesity, nutrition and physical activity teams. She acts as team coordinator for international health co-operation and has represented Singapore’s interests at international platforms and her past experiences include clinical services planning, regulatory policy and legislation, manpower standards and development, and communicable diseases policy.

Dr. Noorul holds a Bachelor of Medicine from the National University of Singapore, as well as a Master of Public Health, History and Ethics of Public Health, Commendation for Thesis Excellence from Columbia University Mailman School of Public Health.

Dr Ng Chew LipChairperson, Finance Committee / ENT Consultant in public practice / Director of the Company since 2022.

Dr Ng has been a director of the SMA Charity Fund since 2022.

Dr Ng is a Consultant Ear-Nose and Throat Surgeon in the public sector and a Senior Clinical Lecturer at the National University of Singapore (NUS). He is Honorary Secretary and Council Member of the Singapore Medical Association (SMA) and is passionate about equitable access to education.  During his term as President of the NUS Medical Society, he conducted the first study on financial demographics of medical students in Singapore with the SMA and has been active in fundraising activities for medical students' bursaries.

Dr Roland XuMember, Finance Committee / Resident Physician in private practice / Director of the Company since 2019.
Dr Roland Xu has been a director of the SMA Charity Fund since 2019.


Dr Xu graduated from Yong Loo Lin School of Medicine, class of 2015. In 2017, He went on to obtain membership of the Royal Colleges of Surgeons (MRCS) (Edinburgh). Additionally, he has been serving as an instructor for the advanced trauma life support course from 2017 to date.

Having the privilege to be a past recipient of the SMACF bursary, Dr Xu fully understands the significance SMACF plays in assisting needy students and families cope with the cost and expenses incurred during the course of study. Because of SMACF, Roland was able to pursue and obtain invaluable knowledge and skills which he may otherwise not have had the opportunity to. He is grateful for the support he has received and wishes to pay it forward.

Dr Xu is currently Resident Physician in private practice.

The SMA Charity Fund (SMACF) and the Board of Directors are supported by the SMACF Secretariat Team and the staff team at the Singapore Medical Association in the work of the Charity.

With effect from 24 April 2022, Adj. Prof. Tan Sze Wee and Dr Wong Chiang Yin have stepped down from the SMACF Board of Directors. Concurrently, Dr Ng Chew Lip and Dr Chie Zhi Ying have been appointed to the SMACF Board as Directors. The SMACF Board wishes to express its sincere appreciation to Adj. Prof. Tan Sze Wee and Dr Wong Chiang Yin for their leadership and contribution throughout their tenure, and also welcome the new directors to the Board.
